From this web page you can access the Census Geocoder, to which you can submit addresses and receive approximate latitude and longitude coordinates. The Census Geocoder can also be set to return the census geography for the provided address(es). However, the Census Geocoder can only perform geocoding for addresses in the United States of America. The Census Geocoder allows a single address look-up, or you can submit up to 10000 addresses at a time for bulk processing. Instructions how to use the geocoder and interpret results can be found on the linked page, as well as a PDF document you can download from the main page when you open the link to the Census Geocoder.

The Texas A&M Geocoding Services web site hosts a bulk geocoding service that allows you to process up to 2500 records for free. However, geocoding services are spatially limited to the United States of America. If you use your 2500 free records, you can continue to use their service by either paying per record or choosing to partner with their geocoding services to obtain an account where you can process unlimited records for free. The Geocoding API is a service that provides geocoding and reverse geocoding of addresses. To use the Geocoding API, you must get an API key which you can then add to your mobile app, website, or web server. The API key is used to track API requests associated with your project for usage and billing, as there are limits placed on the request rate and the total requests per day you can submit and use the service for free (although you can pay to increase or eliminate these limits). The API can handle United States and international geocoding, and you can batch process using software such as R, Java, and Python.

Links to the BatchGeo web site. While not a traditional geocoder in the sense of providing addresses and receiving latitude or longitude coordinates, on BatchGeo you can enter addresses or geographic coordinates in to the user interface to produce simple maps depicting all provided data on the Google Maps interface. This service is available for about 45 world countries, and you can pay to access more advanced analysis tools.
