cited in it. These arrows indicate that a tool / platform called Web of Science has analyzed the references of (some) articles in the field and the references of this article, so you can see where it fits in the literature. This is not a complete review, but it's a great place to start.

This link will lead to a page of articles that have that article in their references. This is not perfectly accurate nor 100% inclusive. The Web of Science link has a smaller number listed; as previously noted, Web of Science does not index as widely across the disciplines.
